A new period opened at the end of the nineteenth century, conveniently marked by Booth's survey of Life and Labour of the People in London and the Royal Commission on the Aged Poor. It saw the first big advance in social rights, and this involved significant changes in the egalitarian principle as expressed in citizenship.
